USM Announces Dr. Rolinda Carter as Incoming President

The University of St. Martin welcomes back alumna and former Dean of Academics Dr. Rolinda Carter, who will assume the role of President in January 2027, marking a new chapter in her longstanding journey with USM.
The University of St. Martin (USM) is proud to announce the return of Dr. Rolinda Carter, who will assume the role of President of the University of St. Martin in January 2027.
For USM, Dr. Carter’s return represents more than a new chapter in leadership. It is a powerful reflection of what education, determination, and opportunity can make possible and of the role an institution can play throughout the different stages of a person’s life.
Long before becoming an academic leader and scientist, Dr. Carter was a student at USM. Her educational journey at the University began through the GED program. From there, she continued her studies at USM and earned her Associate degree before pursuing further education and ultimately earning her Bachelor’s and Doctoral degrees in Canada. Years later, she returned to the institution where that journey began.
Dr. Carter joined USM as Dean of Academics in 2018, bringing with her not only her academic and professional experience, but also a unique understanding of USM from the perspective of someone who had once sat in its classrooms as a student. In 2022, Dr. Carter stepped away from her role at USM to continue pursuing another area of professional passion, laboratory medicine, while remaining in St. Maarten. Throughout this period, she maintained a strong connection to education, science, and youth development, including through her leadership of the island’s National Science Fair.
Now, another chapter in her journey with USM is about to begin at the institution that formed part of the foundation of her educational journey.
The USM Board of Directors welcomes Dr. Carter’s return and the significance of having a local alumna of USM take on its highest leadership role.
“We are pleased to welcome Dr. Rolinda Carter back to the University of St. Martin, this time as President.
Dr. Carter understands USM from a perspective that few leaders can, first as a student, then as a graduate, later as Dean of Academics, and now as President.
Her journey reflects the very possibilities we want USM to create for our students.
We look forward to working alongside her as we continue strengthening the University and expanding opportunities for the people of St. Maarten and the wider region.”
For the USM team, it will mean welcoming back a familiar colleague in an entirely new capacity.
